Below is a summary of key items discussed at the Municipality of Port Hope regular Council Meeting held on Tuesday, March 3, 2020. The full agenda and staff reports are available on the Council Portal.
Closed session report
At a closed session to consider business, as permitted under the Municipal Act, Council directed Staff to undertake further discussions with Atomic Energy of Canada Limited and Canadian Nuclear Laboratories, with respect to small scale site remediations of private properties under the Port Hope Area Initiative.
Accountability and Transparency Policy
Council adopted an Accountability and Transparency Policy. The Municipal Act requires that municipalities adopt and maintain a policy with respect to the manner in which the Municipality will ensure that it is accountable to the public for its actions, and the manner in which the Municipality will work to ensure that its actions are transparent to the public.
This policy has been prepared following a review of best practices amongst municipal governments and is reflective of the spirit and intentions of the Act. It outlines the importance of accountability and transparency as a form of practicing good government and enhancing public trust and commits the Municipality to uphold the requirements of the Act to the benefit of all stakeholders. The policy further identifies how the Municipality will provide such accountability and transparency and further lists examples of practices, procedures and policies already in place.
Penryn Mason Homes public meeting location
Mayor Sanderson reminded residents that, as previously advertised, the venue for the upcoming Mason Homes Phase 5 Development Public Meeting has been changed to Port Hope High School in order to accommodate a larger audience. The meeting date and time remain the same:

Location: Port Hope High School Gymnasium - 130 Highland Drive, Port Hope
This is a public meeting held in accordance with the provisions of the Planning Act.
Municipal staff will be providing a planning report and presentation. Residents will have an opportunity to provide their input on the development application at the meeting. The meeting will be video recorded and posted publicly.
It is important to note that staff will not be providing a recommendation to Council about this undertaking in their report and presentation. Similarly, a decision about the application will not be made by Council at this meeting. A public meeting is a prescribed requirement under the Planning Act and represents only one component of the planning approval process.
The Municipality acknowledges the feedback received to date regarding this application and encourages residents and stakeholders to continue to submit their comments via a comment form, available either online at porthope.ca/community-consultation or at Town Hall (56 Queen Street). The Municipality will continue to receive and review all comments submitted by members of the public and stakeholders.
Buskers in the Downtown Heritage District
Council granted permission for the Heritage Business Improvement Area (HBIA) to invite buskers and artists to set up displays, perform, and collect donations at various locations within the Heritage Business District between March 4, 2020 and December 31, 2020, under the supervision of the HBIA.
Appointment to the Civic Awards Committee
Council appointed Sandra Ging and Alexandra Byers (HBIA representative) to the Civic Awards Advisory Committee for a term ending March 3, 2024.
