Council Approves Heritage Permit for the Demolition of Unsafe Portions of Cavan Street File Factory
At a Special Meeting last night, Council considered staff report PS-06-24 recommending that a heritage permit be issued to proceed with the demolition of Block 2 of the structure at 121 Cavan Street, as requested by the owner of the property.
After much deliberation, an amended motion was proposed, and Council approved a Heritage Permit allowing the demolition of Block 2 of the structure located at 121 Cavan Street. Council directed staff to incorporate provisions in the permit that authorizes a municipally contracted engineer to oversee the demolition process. This oversight aims to ensure compliance with the heritage permit and to prevent the demolition of areas deemed non-threatening to public safety by the municipally contracted structural engineer. The emergency order issued earlier this month requires the property owner to take immediate action to ensure the safety and security of the building. It is anticipated that this demolition work will occur in the near future, but specific timelines have not yet been established.

On Tuesday, February 21, 2024, Cavan Street was partially closed to traffic as a precaution due to structural integrity concerns with the west exterior wall of the File Factory building on Cavan Street. To ensure public safety, the Municipality issued an Order under the Ontario Building Code Act mandating immediate corrective actions from the property owner.
On March 8, 2024, it was announced that a structural assessment report, was completed and determined that Block 2 exhibits severe damage and a substantial risk of collapse, particularly the west exterior wall immediately adjacent to Cavan Street. In response, an emergency order was issued. This Order mandated that the property owner undertake all necessary remedial repairs to ensure the safety and security of the building. In response, the property owners requested approval to demolish Block 2 of the File Factory to address the major concerns raised in this structural assessment.
