Council Meeting Highlights - September 6
Below is a summary of key items discussed at the Municipality of Port Hope Council and Committee of the Whole Meetings held on Tuesday, September 6, 2022. The agendas and staff reports are available on the Agendas and Minutes page of our website.
Council Meeting
The following are highlights from the Council Meeting.
Public Meeting - Development Charges By-law update
Peter Simcisko, Managing Partner at Watson & Associates Economists Inc., provided a presentation to Council regarding an update to the Development Charges By-law. A resolution will be presented to Council on September 20 to approve the Development Charges Update Study. A By-law will also be presented to Council on September 20 to adopt the proposed amendments to the Development Charges By-law.
Community Engagement Policy
Council adopted the new Community Engagement Policy.
Heritage Register
Council formally adopted the Municipality of Port Hope Heritage Register. This now stands as the official Register of Properties of Cultural Heritage Value or Interest in the Municipality of Port Hope.
Animal Control By-law
Council Repealed By-law 20/2022 and replaced with By-law 60/2022 commonly referred to as the ‘Animal Control By-law”. This By-law outlines the regulation, registration, keeping and licensing of dogs, prohibiting the running at large of dogs and prohibiting cruelty to domestic animals within the Municipality of Port Hope. The by-law has been updated to reflect the Northumberland Humane Society as the new contracted provider for animal control services.

The following are highlights from the Committee of the Whole Meeting.
Delegation – Highland Shores Children’s Aid
Lease agreement for caretaker cottage and chapel in Union Cemetery
Committee supported the recommendation that a By-law be presented to Council to authorize a 20-year lease agreement with the Architectural Conservancy Ontario Inc. (ACO) Port Hope Branch. This lease agreement is for the caretaker’s cottage and chapel located at 110 and 114 Toronto Road. The existing leases expire in 2023 and 2026 and the adoption of a new By-law would extend to 2042. If passed, all upkeep and utilities cost would continue to be the responsibility of the ACO. A By-law will be presented to Council at the September 20 Meeting.
Council and Committee of the Whole meeting schedule for 2023
Staff provided a report outlining the potential schedule for the 2023 Council and Committee of the Whole Meetings. This schedule eliminates the first meeting in January as it is typically cancelled due to vacation, lack of reports and/or various other reasons. The incoming Council has the option to revise this meeting schedule based on the Procedural By-law and any identified needs. A resolution to approve this schedule will be presented to Council at the September 20 meeting.
Delegation of Authority for all site plan control
Staff provided a report outlining changes imposed by Bill 109 the More Homes for Everyone Act. This Bill directs municipalities to delegate all Site Plan Control to staff. Staff is recommending By-law 75/2019 be amended to delegate all site plan control to the Director, Planning and Development, as outlined in Bill 109. A By-law will be presented to Council for approval on September 20.
Development Charges
Staff provided an overview of the Development Charges Financial Statements for the year ending on December 31, 2021. Committee received this as information and a copy will be available for public viewing on the municipal website.
Revised Procurement Policy
Staff Provided a report that summarizes revisions and updates to By-law 20/2018. These updates include suggestions from a recent Service Delivery Review, updates based on rising supply chain costs and material shortages, and alignments with the Ontario Broader Public Sector guidelines as established by the province. A new By-law will be presented to Council at the September 20 meeting.
60 Henderson Street
Staff provided a report informing Committee of a complete application received for an Official Plan Amendment Application and a Zoning By-law Amendment Application for the lands known as 60 Henderson Street. These applications are for the proposed development of a 4 storey, 74-unit seniors independent living residential mid-rise building and 36 bungalow townhouse units on the subject lands. A Public Meeting will be held and scheduled later in 2022 and will be communicated to the public.
Mason Homes Development Agreement
Committee supported the recommendation to authorize the execution of a Subdivision Agreement with Penryn Mason Homes Inc. These plans were approved by the Ontario Land Tribunal (OLT) in June 2021 for Phase 5A only. This development will include 270 freehold single detached dwellings. A By-law will be presented to Council on September 20.
Phase 5B (the woodlot) remain under appeal with the OLT and are not part of this agreement. This matter will be discussed before the Tribunal at a hearing in August 2023.
143 Walton Street
Staff provided a report regarding a Zoning By-law Amendment application for 143 Walton Street to allow for residential units in the main floor of the building. A Public Meeting will be held in Council Chambers on September 28 at 4:00 p.m. (Please note that this was previously advertised as beginning at 6:30 p.m. but has been changed to 4:00 p.m. to accommodate an election candidate event planned by the Port Hope and District Chamber of Commerce).
Event activity report
Parks, Recreation and Culture staff provided an update on the success of summer events and activities hosted by the municipality. The update also provided a list of upcoming events and activities in Port Hope. View the report for the full list of events. This was received as information.
Lions Park
Staff provided a report regarding the Lions Park Remediation. Council approved this land for the remediation of industrial waste on May 17, 2022. A draft landscape concept plan for the area (post remediation) has now been completed. This plan serves as a general design concept.
After some deliberation, Committee withdrew their original motion to approve the draft landscape concept plan. At the September 20 Council meeting, a resolution will be presented to Council to begin the public consultation process, which will determine the final design options for the Lions Park remediation area, post remediation, using the schematics provided to begin the process.
Please Note that the Committee of the Whole meeting of September 6, 2022, was the final Committee of the Whole meeting of this term of Council. The meeting on September 20, 2022, will be a Council meeting only and it will be the last meeting of Council for this term. The municipal election takes place October 24, 2022.
