The following are highlights from the Council Meeting.
Strategic Plan update
CAO, David Smith provided an update to Council regarding the Strategic Plan. As part of the 2022 budget approval, Council invested over $4M in various activities supporting the plan and to date, most items in the Strategic Plan have been accomplished. The new incoming Council will have the opportunity to refresh priority or action items as they choose.
Development Charges By-law update
Council approved the Development Charges Update Study and adopted the proposed amendments to the Development Charges By-law.
Council and Committee of the Whole meeting schedule for 2023
Council approved the schedule for the 2023 Council and Committee of the Whole Meetings. The incoming Council has the option to revise this meeting schedule based on the Procedural By-law and any identified needs.
Foundational Funding service agreement
Council approved the new Foundational Funding Service Agreement Policy. This new policy is designed to create a formal relationship between the Municipality of Port Hope and eligible organizations beyond the Community Grant Program. Council authorized staff to proceed with the execution of three Agreements on a trial basis. Based on the criteria, the organizations eligible for trial during the 2023 – 2024 service agreements are Float Your Fanny Down the Ganny, The Capitol Theatre, and Critical Mass Centre for Contemporary Art.
Lions Park
Council directed staff to begin the public consultation process which will determine the final design options for the Lion's Park remediation area post remediation, using the schematics provided to initiate the process.
Lease agreement for caretaker cottage and chapel in Union Cemetery
Council authorized a 20-year lease agreement with the Architectural Conservancy Ontario Inc. (ACO) Port Hope Branch. This lease agreement is for the caretaker’s cottage and chapel located at 110 and 114 Toronto Road. The existing leases expire in 2023 and 2026 and the adoption of a new By-law would extend to 2042. All upkeep and utilities cost will continue to be the responsibility of the ACO.
Delegation of Authority for all site plan control
Council amended By-law 75-2019 to delegate all site plan control to the Director, Planning and Development, as outlined in Bill 109. This change is a result of the new Bill 109 the More Homes for Everyone Act. This bill directs municipalities to delegate all Site Plan Control to staff.
New Procurement Policy
Council adopted a new Procurement Policy. This new policy includes suggestions from a recent Service Delivery Review, updates based on rising supply chain costs and material shortages, and alignments with the Ontario Broader Public Sector guidelines as established by the province.
Mason Homes Development Agreement
Council authorized the execution of a Subdivision Agreement with Penryn Mason Homes Inc. These plans were approved by the Ontario Land Tribunal (OLT) in June 2021 for Phase 5A only. This development will include 270 freehold single detached dwellings.
Phase 5B (the woodlot) remain under appeal with the OLT and are not part of this agreement. This matter will be discussed before the Tribunal at a hearing in August 2023.
Heritage Designation – 27 College Street
Council designated the property located at 27 College Street, known as the William Barkwell House, as a property of cultural heritage value or interest.
Appointment of the Deputy Mayor
Staff provided a report proposing a minor change to the selection and appointment of the Deputy Mayor. This change will maintain the same selection process, with Council choosing the Deputy Mayor. However, this selection will happen within the first three months of their term, instead of at the inaugural Council Meeting. This allows the new Council to gather some experience and familiarity with each other before making their decision. Council approved this recommendation and amended the procedural By-law to reflect this change.
Please Note: The Council meeting of September 20, 2022, was the final meeting of this term of Council. There will be no more meetings until after the municipal election. The new Council will be inaugurated on November 15, 2022. Municipal election information is available at porthopevotes.ca.
