Council Meeting Highlights - October 5
Below is a summary of key items discussed at the Municipality of Port Hope Council and Committee of the Whole Meetings held on Tuesday, October 5, 2021. The agendas and staff reports are available on the Agendas and Minutes page of our website. Due to the COVID-19 pandemic, this meeting was held electronically via video conference.

The following are highlights from the Council Meeting.
Deputy Clerk appointment
Council appointed Shrishma Davé by By-law as the Deputy Clerk for the Municipality of Port Hope. Shrishma Davé brings a wealth of expertise and experience to the Municipality and will lead the Legislative Services Division.
Modernized grant funding allocation
Council passed a resolution to formalize the spending plan for the initial Municipal Modernization funding received. This is required to be eligible to submit applications for the third round of the program.

The following are highlights from the Committee of the Whole Meeting.
Budget development initiative
Staff presented a report requesting consideration for the 2022 budget, specifically regarding, additional budget considerations and a target municipal levy increase. The Committee will provide guidance to staff at the next Committee of the Whole meeting on October 19, 2021.
Zoning By-law review open house
Staff provided a report for information to the Committee, outlining the progress of the Zoning By-law review. The project is now in stage two of the timeline and a variety of information, including a public feedback form regarding the project can be found on the myporthope.ca project page.
A virtual open house is scheduled for October 26, 2021, with two sessions available. Session one will run from 3:30 p.m. to 5:00 p.m. and session two will run from 7:00 p.m. to 8:30 p.m. Both sessions will be hosted via Zoom and there will be an opportunity to ask questions and make comments. Staff asks that everyone wishing to attend RSVP to planning by email or by calling 905-885-2431.
65 Ward Street public meeting
Planning staff provided a report for information to the Committee, indicating the date of the public meeting for the Zoning By-law Amendment for 65 Ward Street. The meeting will be held virtually on November 3, 2021. More information will be provided in the newspaper, public notice and on the project page.
PRC user fee review
Staff provided a report outlining the proposed fee changes for Parks, Recreation and Culture relating to admission, facility rentals, program fees, marina, parks, cemeteries, and advertising.
Proposed amendments to the Fees and Charges By-law were presented to Committee on September 7, 2021, and subsequently posted for public comment from September 8 to 22, 2021.
A resolution will be presented to Council for their consideration at their next meeting.
Garbage and recycling roadside collection in Rural Area
Mayor Sanderson submitted a notice of motion for roadside collection of garbage recycling, and green bin waste by Northumberland County in the Rural Area of the Municipality of Port Hope. This change would better align the Municipality with waste management services provided to all other areas within Northumberland County.
This motion is automatically put over to the October 19, 2021, Committee of the Whole Meeting. The Committee will consider the motion at that time, in accordance with the Procedural By-law.
Fire master plan
The Loomex Group provided a presentation regarding development of the Master Fire Plan and Comprehensive Community Risk Assessment. This presentation was received for information.
Minutes and video recordings
Meeting minutes will be available pending approval at the next Council meeting on Tuesday, October 19, 2021, at which point they will become the official record of the meeting.
