Council Meeting Highlights - November 16
Below is a summary of key items discussed at the Municipality of Port Hope Council and Committee of the Whole Meetings held on Tuesday, November 16, 2021. The agendas and staff reports are available on the Agendas and Minutes page of our website. Due to the COVID-19 pandemic, this meeting was held electronically via video conference.

2022 Council and Committee of the Whole schedule
Council approved the new schedule for the Council and Committee of the whole meetings that will take place in 2022.

Council meeting format during the COVID-19 pandemic
Staff provided a report outlining two options for the format of Council meetings in the new year. These two options were considered, and a motion was passed to maintain the current virtual meeting arrangement for all Council, Committee of the Whole, and Public Meetings under the Planning Act until such a date that alternative direction is provided by Council. A resolution will be presented to Council for their consideration at the December 7 Council Meeting. Meetings will continue to be held virtually for the foreseeable future.
Alternative voting method for the 2022 Municipal Elections
Staff are commencing preparations for the 2022 Municipal and School Board Elections on October 24, 2022. As such, staff provided a report recommending the use of internet and telephone as alternative voting methods. This method was used in both 2014 and 2018 and will allow for significant cost savings related to the 2022 election.
Staff was directed to begin procurement of equipment and services. A By-law will be presented to Council at a future meeting to confirm the use of this alternate method.
Prescribed fees for services
Staff provided a report outlining the Draft Prescribed Fees and Services Schedule for 2022. Staff have reviewed the current prescribed fees for service and have identified recommended changes for the upcoming year. This process allows for cost recovery, with consideration of market trends as a comparison to fees associated with other municipalities.
Staff was directed to post the Draft Prescribed Fees and Services Schedule for community consultation on myporthope.ca and report back with the feedback received.
Southbridge Health Care Amending Agreement
On September 17, 2019, Council executed By-law 69/2019 authorizing execution of an agreement between the Municipality of Port Hope and Southbridge Health Care for the development of a long-term healthcare facility in Port Hope at 65 Ward Street. The termination date of this agreement is December 31, 2021. Due to several circumstances causing delays, an amendment is needed to extend this agreement.
Staff provided a report outlining the extended termination date and two changes to the wording of the agreement.
Staff was directed to prepare a By-law that executes a second amending agreement on this matter. This By-law will be presented for consideration on the December 7 Council meeting.
Rotary Centennial Project
Staff provided a report outlining the Port Hope Rotary Centennial Project. The report also details Port Hope Rotary’s request to rename the parkland located at 1 Mckibbon Street to Rotary Centennial Riverview Park.
The Rotary Centennial Project aims to improve and beautify the existing green space to encourage use by community members and visitors and to create a lasting legacy in celebration of Port Hope Rotary’s 100 years of service to the community.
A resolution will be presented to Council at the next meeting.
