Council Meeting Highlights - May 17
Below is a summary of key items discussed at the Municipality of Port Hope Council and Committee of the Whole Meetings held on Tuesday, May 17, 2022. The agendas and staff reports are available on the Agendas and Minutes page of our website. Due to the COVID-19 pandemic, this meeting was held electronically via video conference.
Council Meeting:
The following are highlights from the Council Meeting.
Rose Glen Road reconstruction
Council awarded the contract for the Rose Glen Road project to Behan Construction in the amount of $2,697,396.88 (net HST). With $159,043.95 to be reallocated from the Transportation D/C reserve and $112,238.93 to be reallocated from the OCIF to cover the cost of the project.
The Rose Glen Road reconstruction project involves significant infrastructure improvements to address important active transportation needs. This will include new traffic signals at Croft Street and Rose Glen Road, a multi-use path to accommodate cyclists and pedestrians along the west/south side, and a sidewalk for pedestrians along the east/north side of the road. In addition, new storm sewer, concrete curb, asphalt, and tree planting (107 new trees to be planted) also form part of the project.
Lions Park industrial waste remediation
The Lions Park remediation site differs from standalone Low-Level Radioactive Waste (LLRW) remediations due to the presence of a significant amount of highly toxic industrial waste in concentrations more than 100 times the provincial standards. After some discussion, Council supported the resolution recommended by staff:
- Council direction was provided to remediate the Lions Park Industrial wase site as per the Agreement with Canada
- Staff were directed to ensure that a remediation and restoration plan is developed which includes an appropriate replanting program and aligns with the goals and recommendations of the Forest Master Plan, Leisure Service Master Plan, and other strategic municipal priorities
- Staff were directed to ensure that the replanting program consider the short / medium term impact to the neighbours and is designed to regenerate and enhance the public space
- Parks, Recreation and Culture staff, in conjunction with the PRC Advisory Committee and other stakeholders, are directed to investigate parkland renewal and redevelopment opportunities for Lions Park
Public Notice Policy
Council approved the new Public Notice Policy that adheres to relevant public notice legislation outlined in the Municipal Act and the Planning Act and it supplements current key policies and documents, including the Accountability and Transparency Policy, Social Media Policy, and Communications Policy.
Rural roads resurfacing
Council awarded a contract to Greenwood Paving Limited in the amount of $260,720.72 for a portion of the Rural Roads Resurfacing program. This is to be funded by the approved 2022 Capital budget. The work is within budget and to commence mid-summer. The roads in the municipality being resurfaced are:
• 5th Line – County Road 28 to Knoxville Road
• Knoxville Rd – 5th Line to Westview Park Road
• Westview Park Road – Knoxville Road to Knoxville Road
Committee of the Whole:
The following are highlights from the Committee of the Whole Meeting.
Delegation – License renewal request
Dale Clark, Vice-President, Fuel Services Division and Doug Jansen, General Manager from Cameco Fuel Manufacturing provided a delegation regarding the Fuel Manufacturing 20 Year License Renewal Request.
More Homes for Everyone Act
Staff provided a report for information outlining the province’s new Bill 109 – the More Homes for Everyone Act. The greatest impact to Port Hope will be related to the potential for fee refunds, new responsibilities related to Site Plan Control and the need to review the current fees and introduce new fees if appropriate to ensure that these services are not subsidized by the tax base. More changes introduced in the new legislation can be found in the report.
Site plan approval – Thompson Drive
Staff provided a report outlining the draft subdivision agreement, site plan approval, and condo exemption for the proposed development on Thompson Drive. The applicant has applied for the final approval of the Plan of Subdivision that will create a large block consisting of 15 freehold residential townhouse units and a common element or shared area. Another block of 0.8 m along Thompson Drive will be conveyed to the Municipality.
Committee supported staff’s recommendations and the proposed By-laws and resolution will be presented to Council for their consideration at a future Council meeting.
nookFEST event report
Committee supported the recommendations from staff to designate nookFEST as a Municipally Significant Event, with the 74 Queen Street lot to be designated as a licensable location and to grant permission for a storage pod to be parked on the lot from June 7 until September 11, 2022. The Municipal Significance Designation is required for obtaining a Special Occasions Permit for outdoor events on Municipal property through the Alcohol and Gaming Commission of Ontario.
