Council Meeting Highlights - June 21
Below is a summary of key items discussed at the Municipality of Port Hope Council and Committee of the Whole Meetings held on Tuesday, June 21, 2022. The agendas and staff reports are available on the Agendas and Minutes page of our website. Due to the COVID-19 pandemic, this meeting was held electronically via video conference.
Council Meeting
The following are highlights from the Council Meeting.
Heritage Designation - 65 Ward Street
Council approved a By-law for the heritage designation of the property located at 65 Ward Street, known locally as the old Port Hope hospital. The Heritage Port Hope Advisory Committee reviewed the designation report at their June 20 meeting and also supported this designation.
Installation of a rainbow crosswalk
Council directed staff to coordinate the installation of a rainbow crosswalk at a prominent location in Port Hope, no later than June 2023. Council allocated a budget of $15,000 for the proper and specialized installation of this project.
Asset Management Plans
Council approved the Drinking Water Asset Management Plan, the Wastewater Asset Management Plan, the Stormwater Asset Management Plan, and the Transportation Asset Management Plan. Council also approved the recommendation to update the Strategic Asset Management Policy to add the CAO, Asset Management & GIS coordinator to the Executive Lead.
Committee of the Whole
The following are highlights from the Committee of the Whole Meeting.
Delegation – Cultivate Community
Jeff Bray provided a delegation updating Council on Cultivate Community, a local non-profit arts organization. Council received the presentation for information.
Delegation – Development freeze on RCP 173
Zakir Hossain provided a delegation on behalf of a group of plot owners, regarding a development freeze imposed on the plots of land they own. Council received the presentation for information.
Delegation – PHAI update
Mark Hughey, General Manager, and Mitch Conan, Deputy General Manager, Historic Waste Program Management Office, from the Canadian Nuclear Laboratories provided a quarterly update regarding the PHAI Port Hope Project. Council received the presentation for information.
Official Plan Amendment - Additional Residential Units (ARUs)
Staff provided a report outlining the process to date on the ongoing Zoning By-law Review. In April 2022, staff indicated that the review was being separated into two streams: 1) ARUs and 2) the remainder of the changes. This separation was to allow for additional ARU building permits during the 2022 building season.
Committee supported the recommendations to amend the Official Plan to align it with Provincial Policy regarding Additional Residential Units and amend the Comprehensive Zoning By-law 20/20210 to permit up to two (2) Additional Residential Units on residential and rural properties in the Municipality of Port Hope.
Staff will present these By-law Amendments to Council at a future meeting for their consideration. If approved, these changes will take effect immediately to allow for expected ARU building permit applications to be submitted.
Cultivate 2022
Staff provided a report outlining the history of the Cultivate Festival. The event is typically held in Memorial Park but this year, event organizers are requesting to host the event in the rural area of Port Hope, on a private property (1166 5th Line). Staff recommended the approval of the temporary use of the property from September 23 to 25 to host the festival, with the following conditions:
- Reaching agreement on the appropriate parking requirements, traffic control conditions, accessibility requirements to the satisfaction of Protective Services
- Offering limited camping for no more than 50 people, in tents during the festival
- Providing a fire safety plan to the satisfaction of the Fire Prevention Officer
- Successfully obtaining any permits required through the Building Division
A resolution will be presented to Council at a future meeting for their consideration.
Critical Mass outdoor arts program and flex space
Staff provided a report outlining a request from Critical Mass to use four parking spaces in the Elias Street parking lot (east side of the Little Station). This request is to accommodate their outdoor arts programming in July, August, and September.
Staff was also directed to initiate long term planning considerations for Lent Lane, with the community.
A resolution will be presented to council at the July 5 Council meeting.
Fire Master Plan
The Loomex Group provided a presentation summary of the new Fire Master Plan. This new master plan produced a total of 30 recommendations for staff and Council to consider in the future. These recommendations range from short term to long term opportunities. Staff will review the recommendations to assist in the growth and evolution of the department. The recommendations subject to Council or budget approvals will follow the regular process.
A resolution to approve the new Fire Master Plan in principle will be presented to Council, for their consideration, at the July 5 meeting.

Meeting minutes will be available pending approval at the next Council meeting on Tuesday, July 5, 2022, at which point they will become the official record of the meeting.
