Council Meeting Highlights - July 5
Below is a summary of key items discussed at the Municipality of Port Hope Council and Committee of the Whole Meetings held on Tuesday, July 5, 2022. The agendas and staff reports are available on the Agendas and Minutes page of our website.
Council Meeting:
The following are highlights from the Council Meeting.
Delegation – ACO regarding the redesign of Walton Street
Philip Goldsmith, on behalf of the ACO Port Hope provided a delegation to Council regarding the redesign of Walton Street.
Cultivate 2022
Council approved the temporary use of the property located at 1166 5th Line to host the Cultivate Festival (September 23 to 25), provided that the organization meets the following conditions:
- Reach an agreement on the appropriate parking requirements, traffic control conditions, accessibility requirements to the satisfaction of Protective Services.
- Offer limited camping for no more than 50 people, in tents during the festival.
- Provide a fire safety plan to the satisfaction of the Fire Prevention Officer.
- Successfully obtain any permits required through the Building Division.
Fire Master Plan
Council approved the new Fire Master Plan created by The Loomex Group. This new master plan produced a total of 30 recommendations for staff and Council to consider in the future. These recommendations range from short term to long term opportunities. Staff will review the recommendations to assist in the growth and evolution of the department. The recommendations subject to Council or budget approvals will follow the regular process.
Walton Street redesign (Phase 2)
Council considered all options for five distinct elements for the Phase 2 redesign of Walton Street. With the support of staff recommendations, extensive community engagement, and direct community feedback, Council approved the following preferred design options:
- Walton Street (Pine Street to Brown Street) – Option 2: Replace as is.
- Walton Street and Ontario Street – Option 3: Replace as is.
- Walton Street and Cavan Street – Option 2: Remove bump outs.
- Heritage District Gateway Sign – Option 2: Replace as is.
The 5th element, related to the option to formalize the connection of the Cochingomink Trail (that utilizes the existing pedestrian crossing at Queen Street) was referred to the Waterfront and Riverwalk Working Group to make a recommendation to Council at a future date.
Critical Mass outdoor arts program and flex space
Council approved the request from Critical Mass to use four parking spaces in the Elias Street parking lot (east side of the Little Station). This request is to accommodate their outdoor arts programming in July, August, and September.
Additional Residential Units (ARUs)
Council approved, by By-law, an amendment to the Official Plan to better align it with Provincial Policy regarding Additional Residential Units. Council also considered and approved, by By-law, an amendment to the Comprehensive Zoning By-law No. 20/2010, to permit up to two Additional Residential Units on residential and rural properties in the Municipality of Port Hope.
Heritage Designations
Council approved three By-laws to designate three properties located in Port Hope: 10 Armour Street, 18 Princess Street, and 46 Dorset Street. Heritage Port Hope Advisory Committee reviewed the three designation reports at their February 2022 meeting and recommended all three for designation.

The following are highlights from the Committee of the Whole Meeting.
Animal Control By-law
Staff provided a report outlining the history and recent changes of animal control services in the Municipality. With the recent change to services, an updated Animal Control By-law is required.
The updated By-law will be presented to Council at the next meeting for their consideration on August 2, 2022.
Community Engagement Policy
Staff provided a report and draft Community Engagement Policy. The policy streamlines the process of community engagement and provides flexibility to ensure meaningful engagement is incorporated into the Municipality’s decision-making process.
The draft Community Engagement Policy has been posted for community consultation and is open for comments until July 27, 2022.
Property Tax receivables 2022 update
Staff provided a presentation, for information, highlighting the property tax received in the Municipality. This yearly presentation stated that the Municipality is on track with its collection policy goal for outstanding unpaid tax, to be no more than 10% of the taxes levied. The Municipality will continue to follow an aggressive, consistent but sensitive to circumstances policy for revenue collection.
Extension of Development Agreement – 34 Percival Street
Staff provided a report requesting an amendment to By-law 47/2021 to allow the existing portable at Ganaraska Trail Public School to remain in place until August 31, 2024.
Committee supported the recommendation, and a By-law will be presented to Council at a later date.
Heritage Designation – 27 College Street
Staff provided a report recommending the heritage designation for a property located at 27 College Street, known as the William Barkwell House. Heritage Port Hope Advisory Committee reviewed the report at their May 2022 meeting and recommend the property for designation.
Committee supported the recommendation and the Notice of Intension to Designate will be circulated for 30 days before being presented to Council.

Meeting minutes will be available pending approval at the next Council meeting on Tuesday, August 2, 2022, at which point they will become the official record of the meeting.
