Council Meeting Highlights - January 10
Below is a summary of key items discussed at the Municipality of Port Hope Council and Committee of the Whole Meetings held on Tuesday, January 10, 2023. The agendas and staff reports are available on the Agendas and Minutes page of our website.
Council Meeting
The following are highlights from the Council Meeting.
Fire Station 2 Replacement
Council approved, in principle, 55 Fox Road as the location for the construction of the replacement Fire Station 2 project and directed staff to initiate the community engagement phase of the project. A community open house will be held on January 18 from 6:00 to 8:00 p.m. at the Canton Hub. More information and a comment form will be available on the My Port Hope project page beginning on January 12.
Following community engagement, staff will provide a report and recommendations regarding the replacement of Fire Station 2.
Committee of the Whole
The following are highlights from the Committee of the Whole Meeting.
Delegation – Northumberland Social Services
Lisa Horne, Director of Community and Social Housing and Jennifer Moore, CAO, for the County of Northumberland provided a delegation, for information, regarding Community and Social Services in Northumberland County.
Delegation – Healthy Independent Living
Margaret Kerr provided a delegation regarding a proposed plan for a Northumberland Centre for Healthy Independent Living.
Delegation – HBIA Yearly Update
Martha Ciana, from the Port Hope Heritage Business Improvement Area provided a presentation outlining key updates from 2022.
Options for Deputy Mayor Appointment
Staff provided a report outlining various options for the process to select a Deputy Mayor. These included:
- 4-year appointment – status quo
- Annual appointment – appoint a Deputy Mayor each year
- Rotating appointment – appoint the Deputy Mayor on a rotating basis amongst the 6 Councillors throughout the 4-year term of Council
After a detailed discussion, staff was ultimately directed to bring forward the necessary By-law and policy amendments required to appoint the Deputy Mayor on a rotating basis amongst the 6 Councillors throughout the 4-year term of Council that includes a community review at the end of the 4-year appointment of the Deputy Mayor. Council will consider the By-law at their next meeting.
Zoning By-law Amendment for 3402 Ganaraska Road
Staff provided a report regarding a Zoning By-law Amendment application for 3402 Ganaraska Road that would permit a retail store, specialty food store, a single detached dwelling, home occupation, community garden and recognize the current legal non-conforming agriculture activities (excluding livestock facilities).
Committee supported the recommendation and a By-law will be presented to Council at a later date.
Zoning By-law Amendment for 4839 County Road 2
Staff provided a report regarding a Zoning By-law Amendment application for 4839 County Road 2 to rezone the subject lands from Development ‘D’ to Hamlet Residential One ‘RESV1’ to facilitate future residential development.
Committee supported the recommendation and a By-law will be presented to Council at a later date.
Notice of Motion – Walton Street Redesign
Councillor Attridge put forth a Notice of Motion regarding the Lent Lane bump outs in the Walton Street Redesign project.
The motion will be automatically forwarded to the January 24, 2023 Council meeting in accordance with the Procedural By-law.

Meeting minutes will be available pending approval at the next Council meeting on Tuesday, January 24, 2023, at which point they will become the official record of the meeting.
