Council Meeting Highlights - February 15
Below is a summary of key items discussed at the Municipality of Port Hope Council and Committee of the Whole Meetings held on Tuesday, February 15, 2022. The agendas and staff reports are available on the Agendas and Minutes page of our website. Due to the COVID-19 pandemic, this meeting was held electronically via video conference.

Acquisition of Wesleyville / Ontario Power Generation lands
Council unanimously authorized, by By-Law, the purchase of more than 1300 acres of land in Wesleyville from Ontario Power Generation Inc. For a detailed summary, please read our full news release.
Heritage Alteration Permit Application – 65 Ward Street
Council discussed a detailed staff report regarding the Heritage Alteration Permit Application for the property municipally known as 65 Ward Street.
After a lengthy discussion, council supported the recommendation to approve the Heritage Alteration Permit Application for 65 Ward Street with the condition that the recommendations of MHBC (planning consultants) in their Heritage Impact Assessment Addendum be included as conditions of site plan approval, including those outlined as follows:
- That a Cultural Heritage Documentation and Salvage Report be required as a condition of Site Plan Approval (and undertaken prior to the demolition of buildings located on-site) which includes:
- Detailed photographic documentation (interior and exterior);
- Measured architectural drawings of all exterior elevations;
- Measured floor plans;
- Recommendations for items to be salvaged as opposed to being deposited as landfill; and
- That a Commemoration Plan be required as a condition of Site Plan Approval in order to:
- Provide recommendations for appropriate commemoration of the buildings and the landscape, which may include commemorative plaques, landscape features, or other.
- Provide recommendations for where salvaged elements could be incorporated into commemoration measures.
The Heritage Alteration Permit Application is subject to other conditions, including Site Plan approval for future construction.
Committee of the Whole:
The following are highlights from the Committee of the Whole Meeting.
Delegation – PHAI quarterly update
Mark Hughey, General Manager, Historic Waste Program Management Office from the Canadian Nuclear Laboratories provided a quarterly update regarding the PHAI Port Hope Project. This was received as information.
Delegation – Southbridge Port Hope update
Beryl Collingwood, Vice President, Seniors’ Advocacy and Strategic Partnerships from Southbridge Care Homes provided a presentation outlining their perceived benefits of the potential new Southbridge Port Hope building.
Zoning By-law Amendment – 65 Ward Street
Committee considered a staff report with a recommendation that a By-law be presented to Council to rezone the lands municipally known as 65 Ward Street from Urban Institutional ‘IU’ zone to a site-specific Institutional zone ‘IU’ (135) that would allow for an increased maximum building height (from 19m to 26m) and allow for the waste storage area and loading space to be located within the exterior side yard along Princess Street.
Committee defeated the motion.
Staff are confirming the implications of the decision to refuse the Zoning By-law Amendment for the property at 65 Ward Street.
Comprehensive Community Risk Assessment
The Loomex Group presented the new comprehensive Community Risk Assessment (CRA). This report will aid Fire and Emergency Services in defining community risks and assist with the development of programs to mitigate and reduce fire loss in the community. The CRA will be used to further develop public education, inspection, and enforcement programs, and for pre-planning emergency response.
A resolution will be presented to Council to receive the Comprehensive Community Risk Assessment report as prepared by The Loomex Group for their consideration at their next meeting on March 1, 2022.
