Council Meeting Highlights - August 2
Below is a summary of key items discussed at the Municipality of Port Hope Council and Committee of the Whole Meetings held on Tuesday, August 2, 2022. The agendas and staff reports are available on the Agendas and Minutes page of our website.
Council Meeting
The following are highlights from the Council Meeting.
ICIP Green Stream Funding Program Dorset Street West Standpipe Replacement Project
Council supported the By-law to allow the Municipality of Port Hope to receive an allocation up to $3,014,779.63 to assist with the Dorset Street standpipe replacement project.
The Standpipe has been identified in the Port Hope Asset Management Plan for replacement by 2027. A condition assessment of the 1,085 cubic meter standpipe was completed in 2019 and confirmed that many above ground components of the existing standpipe are in poor condition and that below grade components are in very poor condition requiring accelerated attention. The project is included as part of the Capital Budget to complete an Environmental Assessment in 2022, detailed design in 2023, with construction commencing in 2024.
Heritage Designation of 27 College Street
Council directed the Clerk to serve a Notice of Intention to Designate the property located at 27 College Street, known as the William Barkwell House, as a property of cultural heritage value or interest following the requirements of Part IV Section 29 of the Ontario Heritage Act.
Committee of the Whole
The following are highlights from the Committee of the Whole Meeting.
Port Hope Merchants Group – Delegation
Jann Stefoff provided a delegation on behalf of the Port Hope Merchants Group regarding the Walton Street reconstruction project and the ramifications presented to businesses.
Committee received the delegation for information.
Community Engagement Policy
The Corporate Services Committee supported a recommendation to present a resolution to Council to adopt the Community Engagement Policy and that a by-law be presented to repeal By-law 56/2011 being the former Community Consultation Policy.
The draft Community Engagement Policy was posted for community feedback for a period of 19 days. Comments and feedback received were evaluated and amendments to the Policy were made to include relevant and applicable responses.
Council will consider adopting the Community Engagement Policy at their next meeting on September 6, 2022.
Updated Brand Guidelines
The Corporate Services Committee supported a recommendation to present a resolution to Council to adopt and implement the updated Brand Guidelines for the Municipality of Port Hope.
The Brand Guidelines were originally adopted by Council in 2018. The updated Brand Guidelines include various revisions and amendments to ensure corporate brand consistency. Amendments include updated versions of templates and other corporate publications and documents, updates to corporate submarks and sub brands, updates to fonts, and support from other relevant policies including the Social Media Policy and the Communications Policy.
Council will consider adopting the updated Brand Guidelines at their next meeting on September 6, 2022.
Financial Report – second quarter
The Finance Committee received the second quarter financial report for information. The report highlights include:
- 62.54% of the annual operating budget is remaining
- Value of procurement projects was $ 5,948,357
- Since the first quarter report, prior year tax arrears have reduced $265,833
Heritage Register
The Planning and Development Committee supported the recommendation that a resolution be presented to Council to formally adopt the Municipality of Port Hope Heritage Register.
Under Section 27 of the Ontario Heritage Act, every municipality in Ontario is required to maintain a Register of Properties of Cultural Heritage Value or Interest. The Municipality of Port Hope currently maintains a list of addresses of all properties in the Municipality that are designated under Section 29, Part IV and Section 29, Part V of the Ontario Heritage Act. The list has been updated as per the new information requirements of the Ontario Heritage Act. The next step is for Council to formally adopt the updated list as a Municipal Heritage Register.
Council will consider the Municipal Heritage Register at their next meeting on September 6, 2022.
