MUNICIPALITY OF PORT HOPE COUNCIL MEETING - SEPTEMBER 5, 2017

Below is a summary of key items discussed at the Municipality of Port Hope regular Council Meeting held on Tuesday, September 5, 2017. The full agenda and staff reports are available on the Council Portal.

Transit Review

After consideration of a staff report regarding proposed changes to the current transit system, Council passed a resolution authorizing Municipal staff to proceed with the implementation of a new bus route and schedule, which will replace the existing two route, one-hour transit service with a dual route, 30-minute transit service within the urban area. Additionally, a new express shuttle between Port Hope and Cobourg will be implemented as part of the new schedule. The changes to the transit system will take effect on October 2, 2017 with no immediate increase to fares for a three month period. After the trial-period, Municipal staff will submit a status report to Council to review all transit changes as well as re-visit the fare increase proposal.

Council also approved the funding for the Municipal portion for the purchase of three new mini-buses from the Provincial Gas Tax Reserve Fund, in the amount of $148,000. The remaining $24,000 is dedicated from the surplus of the Transit Automated Announcement System capital project in accordance with the Public Transit Infrastructure Fund requirements.

Special Services By-law

Council amended By-law 28/2014, being a Policy By-law to Establish Special Services. As amended, the By-Law now provides that, “all taxes shall, unless expressly provided otherwise, be levied upon the whole of the assessment for real property or other assessments made under the Assessment Act according to the amounts assessed and not upon one or more kinds of property or assessment or in different proportions.” Accordingly, the amended By-Law also includes a new Schedule “A”, which outlines the following special services as: Police Services (OPP – Rural, Port Hope Police Service – Urban); Transit (urban only); Christmas Tree Pickup (urban only). These changes will take effect for the 2018 tax year and future tax levy allocations.

This By-Law amendment was the result of the consultations done by the Tax Levy Allocation Working Group and was part of the recommendations brought to the Finance Committee by the working group, dated June 6, 2017.

Minutes from this meeting will be available pending approval at the next Council meeting on Tuesday, September 19, 2017, at which point they will become the official record of the meeting.
