Preparation of the Municipality of Port Hope's budget is among the most important tasks for Council each year. The process is a lengthy one as the budget provides a foundation to meet the public service needs of our residents and to make decisions on municipal infrastructure. The goal is to provide quality service while maintaining property taxes at a reasonable and affordable level.

Current Status: Final 2025 Budget Approved

The draft budget was reviewed by Council during a Special Budget meeting on November 19, 2024 and was approval by Council at their regular meeting on November 26, 2024.

Understanding the budget process

The Municipality considered various budget items at various meetings throughout October and November and passed the upcoming year’s budget in November. This culminated in the full-day Budget Meeting on November 19, 2024. Passing the budget is a requirement of the Municipal Act.

How we collect community feedback

Every year, we engage the public on the budget development process and budget spending priorities for the year ahead. We communicate this on our social media channels, through the public notice section of our website, on posters, at in-person community engagement sessions, and though our other communications channels, like our e-Newsletters.  

Submitting Feedback

The draft documents are uploaded to our community engagement webpage at myporthope.ca. This page allows members of the public to review the draft documents submit feedback to their Councillors, if desired. Additionally, members of the public can attend the Budget Meeting and engage Council. 

Staff and Council review the submitted comments up until the Budget Meetings, which took place November 19, 2024. The final decision was made November 26. 2024.

What is the tax increase for 2025? The estimated increase for a typical homeowner, based on MPAC's assessed property value, is $178. Please note that this increase represents the estimated local municipal portion of your tax bill and is subject to change based on impact from Northumberland County and the education boards.
What projects are included in the 2025 Budget? The 2025 budget prioritizes several critical projects to enhance infrastructure, public safety, and economic growth, all of which were identified as priority areas for those who participated in the 2025 Budget Survey. Key initiatives include:
  • Rural Road Upgrades: Maintenance and improvements to 17.5 kilometers of rural roads.
  • Equipment Purchases: Acquisition of essential equipment, including:
  • Two new snowplows to support winter road maintenance
  • A wilderness fire protection truck.
  • An updated audio-visual system in the Council Chambers.
  • Facility Maintenance: Significant updates to HVAC and dehumidification at the Jack Burger Sports Complex to continue the delivery of services in our recreation spaces.
  • Pump Park: a new pump park, which is funded by a grant.
  • Economic Development: Funding to implement the economic development plan and attract new businesses to the community.
  • Waterfront and Riverwalk Master Plan: Resources allocated for shoreline and sediment studies to advance this long-term initiative.
  • Fire Station #2 Construction Planning: Funding for the continuation of design work in preparation for the station’s future replacement.
  • Community Support: Funding for Community Grants, donations, and foundational support initiatives to assist a total of 18 local organizations.
  • Floodplain Mapping: Investments in updated floodplain mapping to improve planning and risk management.
  • Personnel: Staff resources to maintain services.
Is Walton Street included in the 2025 Budget? A significant aspect of the budget is funding the final phase of the Walton Street reconstruction project. This $4 million investment will be drawn from the Hydro Reserve. This new approach ensures no 2025 tax levy increase for capital projects. 
Why are taxes increasing? Like many household and everyday expenses, rising market prices affect different parts of the budget, such as materials, staff, fuel, and equipment. Inflation is especially difficult to manage in infrastructure projects, where costs tend to rise more sharply than for regular day-to-day items. 
Where does my property's assessed value come from? The tax rates are based on the assessment value of your home, not the re-sale value (if you were to list your home for sale). The assessment value is determined by the Municipal Property Assessment Corporation (MPAC) and is often lower than the re-sale value.


For example, according to MPAC's assessments, in 2024:

  • 7 homes in Port Hope are assessed over $1M.

  • 2566 homes are assessed at $200k, and

  • 1267 homes are assessed at $300k.

So, according to MPAC's assessment, the median (middle) value of a typical single detached residential home in Port Hope is $269,000. That is the number used to illustrate the typical tax increase. Some properties are assessed more than this amount, and some are assessed at less than this amount. You can find out what your property is assessed at on your tax bill.
